If the guy robbed a cruiser filled with stuff and a few frigates, but kept on playing(and running from you guys), then i'd put it in the category of "excellent piratism"...or in similar terms.
If they rob the corporation for all they got, then just delete a character....that's just nasty playing. Ofcourse one could say he committed suicide after providing his starving family with a future but 
That is my opinion also, although I would like to see some way of taking vengence upon the perp if they did carry on playing. as for the ones who just delete their character they most likely have no balls anyway so they lose every day of their life. (er, unless they are female then they are ok, so would have to lose something else instead!! )

I personally can't understand how they can get so bored to just want to delete character after ripping someone off. I know if I was ever to tread that path I would have to keep playing, as it would make things a whole lot more interesting.
Maybe on a side note, CCP or even some larger corp should look into ways of harnessing these players and tring to help them get over the boredom somehow.

The reason why boredom triggers such acts as thievery in EVE is because the boredom is lying on a foundation of frustration and anger.
Frustration over just about anything people have their beef with in EVE and anger about the frustration itself.
Surely there is a way of venting the anger in a more constuctive way. This in itself would relieve the frustration. If they are only doing it to pass time then delete the character. Surely they wouldn't mind working for a pirate corp as an assasin with a more focused act. They may die anyway so nothing to lose and time passed for them constructivly.

If you would like to come over and see us at the Ore sydicate we have set up a counciling station where all your worries and problems can be looked at and analysed in great depth. I fear it maybe too late for you but we are never shy of a challenge. If all else fails we have a special podding suit which you can use for a small charge.
